In the EdD Early Childhood Education specialization, you’ll build skills and progress toward your final capstone project in every course.

In general, students are continuously registered in the dissertation/doctoral study course until they complete their capstone project and it is approved. This usually takes longer than the minimum required terms in the dissertation/doctoral study course shell.
To complete a doctoral dissertation, students must obtain the academic approval of several independent evaluators including their committee, the University Research Reviewer, and the Institutional Review Board; pass the Form and Style Review; gain approval at the oral defense stage; and gain final approval by the Chief Academic Officer. Dr. Julian K. Muhammad is currently a Contributing Faculty at School of Public Policy and Administration. He has been academically and professionally active in the areas of risk management, emergency management, homeland security, and continuity of operations for more than 17 years, serving as a senior manager for five District of Columbia (DC) government agencies, including the Department of Health, Department of Youth Rehabilitation Services, Department of General Services, and Department of Police as a risk and emergency management professional. He also serves as an expert consultant for several non-governmental organizations (Healthcare Management & Compliance Group, Inc.; Risk Mitigation Strategies; HELPIMT, Inc.; and All-Hands Consulting. In his positions as risk/emergency manager for the DC government, Dr. Muhammad developed and implemented plans for emergency response, risk management, hazard mitigation, and continuity of operations. He also coordinated these agencies’ participation in tabletop, functional, and full-scale emergency exercises with DC Homeland Security and Emergency Management, and played critical roles in several emergencies/disasters (i.e., relocation efforts for Hurricane Katrina survivors at the DC Stadium Armory, the DC Earthquake, and Hurricane Isabel, and other local emergencies), as well as leading the implementation of District-wide alternate facility identification processes for District government agencies. Dr. Muhammad holds a Ph.D. in Political Science, with major concentrations in Public Administration and Policy from Howard University; an M.S. in Legal Studies/Homeland Security from California University of Pennsylvania; a Graduate Certificate in Disaster/Emergency Management from American Military University; Graduate Certificate in Cybersecurity from University of Phoenix and a B.A. in Criminal Justice from Indiana University of Pennsylvania. Dr. Muhammad is a Certified Emergency Manager (by the International Association of Emergency Managers) and an Adjunct Instructor for E0449, Incident Command System Curricula Train-the-Trainer, and E0390, Integrating Emergency Management Education into Your Institution, at the Federal Emergency Management Agency’s (FEMA’s) Emergency Management Institute. He is also a Certified Master Continuity Professional Practitioner and volunteer continuity instructor for FEMA National Continuity Programs.
