Dr. Pierce received his bachelor’s and master’s degrees in psychology, and his doctorate in clinical psychology, with an emphasis in forensic psychology. He is a Licensed Sex Offender Treatment Provider and a Licensed Professional Counselor. Dr. Pierce currently serves as a Board Member of the Texas Council on Sex Offender Treatment, appointed by Governor Rick Perry in 2005 and was reappointed in 2011. He was appointed as Presiding Officer (Chair) by Governor Abbott in January of 2017. He is current Chair of the Rules Committee, Jurisprudence Exam Committee, Conference Committee, and Ethics Committee for CSOT. Since 1995, he has conducted over 2500 forensic assessments for district, county and defense attorneys, adult and juvenile probation departments, and other state and federal organizations. He has evaluated individuals with various offenses including rape, murder/capital murder, assault, kidnapping, and child molestation. He has conducted evaluations and testified for attorneys on issues such as stalking, sudden passion, emotional hijacking, false allegations of sexual abuse, sexual abuse recantation, and other mitigating factors. Since 2004, he has worked for the United States Probation Office in the Western District of Texas to provide forensic assessment and mental health services to criminal and sexual offenders. He also works with the United States Bureau of Prisons to provide forensic assessment and mental health services for criminal and sexual offenders, and to provide transitional drug abuse treatment. Dr. Pierce has had extensive training in forensic assessment procedures, sex offender treatment, victim issues, and has also received specialized training in the assessment and treatment of sexually violent predators. He is a nationally recognized speaker and trainer regarding sexual and violent offending. Dr. Pierce has been qualified as an expert witness in numerous counties across Texas and Oklahoma, and he routinely consults with attorneys and agencies in other states. He has published articles in professional journals in the areas of normal and deviant human sexual desire, interests and arousal.
