Dr. Judith L. Fitzgerald, a contributing faculty member in the School of Public Policy and Administration, received an award from the Mid-Atlantic Consortium-Center for Academic Excellence (MAC-CAE) for her dedication and service. MAC-CAE is a workforce development effort for the intelligence community, with an emphasis on the South Asian region. Dr. Fitzgerald is a founding member of the consortium.
Dr. Morris Bidjerano, a contributing faculty member in the School of Public Policy and Administration, recently presented a paper, “Problem Structuring and Policy Sense-Making: The Patuxent River, Maryland Nutrient Control Strategy,” at the 23rd World Congress of Political Science held in Montreal. At the same conference, Dr. Bidjerano chaired a panel on “Governance as a Concept and Phenomenon.” He also recently authored a book chapter in Governance and Public Management: Strategic Foundations for Volatile Times (Routledge, 2014).
Dr. Linda L. Day, a faculty member in the School of Public Policy and Administration, recently published This House is Just Right: A Design Guide to Choosing a Home and Neighborhood. The book offers home buyers a process of self-discovery to help them make good choices in matching houses to their needs. It teaches evaluation skills for reading house and neighborhood plans and learning about changes that development brings to communities.
Dr. Linda Kiltz, a program director in the School of Public Policy and Administration, recently presented her paper, “Impact of Climate Change on Critical Infrastructure and Security,” at the 8th Annual Homeland Defense and Security Education Summit in Colorado Springs, Colorado. She also served on a panel at the summit, “Tomorrow’s National Security Model: Integrating Environmental Security, Homeland Security, and Climate Change Into a New National Security Strategy.”
Dr. Gary Kelsey, a program director in the School of Public Policy and Administration, wrote “Putting Your Nonprofit Board on a Positive Path” for NonprofitInformation.com on March 24 to share advice about how nonprofit staff members can cultivate effective board members who regularly contribute.
Dr. Linda Kiltz, a program director in the School of Public Policy and Administration, co-authored “Assessment of pandemic preparedness in a socially vulnerable community in south Texas” in the Journal of Health and Human Services Administration (Vol. 36, Issue 2). The goals of the study were to help with pandemic planning efforts and provide recommendations that could serve as a foundation for building more resilient communities within San Patricio County. The authors concluded that various governmental levels must work together to assist communities in pandemic preparedness but noted that broad, inclusive community participation is also necessary to strengthen community resilience. Dr. Kiltz is also a founding board member of the International Society for Preparedness, Resilience, and Security, a global resource that integrates education, theory, analysis, and practice to promote the protection of democratic liberties, civil security, public safety, and overall societal resilience.
Dr. Linda Kiltz, a program director in the School of Public Policy and Administration, is the co-editor of Critical Issues in Homeland Security: A Casebook (Westview Press, 2014). The book includes case studies that reflect the complexity of homeland security, covering issues such as cybersecurity, the use of drones, and emergency management after the major earthquake in Haiti in 2010.

Dr. Gary Kelsey, an interim program director and a faculty member in the School of Public Policy and Administration, discussed the hesitancy of nonprofit board members to become involved in fundraising and ways to engage them more effectively in “Getting Enthused About Fundraising: What Nonprofits and Board Members Need to Know” on NonProfitInformation.com in October.
Judith L. Fitzgerald, a faculty member in the School of Public Policy and Administration and a lawyer, received the 2013 Dream Keeper Award from U.S. Congressman Dutch Ruppersberger in the House of Representatives on April 26. This is the first time an out-of-state resident received the award, which was established to recognize the contributions of educators in New Jersey. Fitzgerald was recognized for her continued dedication to students in Maryland. She serves as the vice president and executive director for ReInvent Inc., a music and arts after-school and summer school program for at-risk youth. She has also volunteered as a mediator for the Maryland Commission for Human Relations and Community Mediation Maryland.
Dr. Steven Matarelli ’11, a faculty member in the School of Public Policy and Administration and a PhD in Public Health graduate, gave two presentations in March at Hospital Revenue Management Conference in Bangkok: “Measures of True Success: Revenue Vs. Profitability in Healthcare” and “Sourcing and Retaining Patients: Drivers of Satisfaction.” He also published “Sexual Sensation Seeking and Internet Sex-Seeking of Middle Eastern Men Who Have Sex With Men” in Archives of Sexual Behavior (February 2013).
Jason Lum, a faculty member in the School of Public Policy and Administration, wrote “Apply for Scholarships the Right Way to Get More Money for College” in Expert Beacon on Nov. 16 to offer his advice for identifying, applying for, and winning scholarships.
Dr. Karen Shafer, a faculty member in the School of Public Policy and Administration, received a 2012–2013 grant from Rutgers University’s Center on the American Governor under the title “The American Governor: Politics, Policy, Power and Leadership” for her research titled “The Female Governor: Policy and Leadership,” which will be completed at the end of this year. Dr. Shafer also co-presented “Governors’ Policy Agendas Over the Long Haul: State Priorities in a National Context” at the 2012 American Political Science Association annual meeting in New Orleans.
Dr. Mark Gordon, the associate dean of the School of Public Policy and Administration, and Dr. Christina Spoons ’12, a Master of Public Administration (MPA) and PhD in Public Policy and Administration graduate, co-wrote “Lessons Learned From the 2011 Flooding in Thailand” in PA Times (July 19, 2012) about the serious challenges flooding presents in Thailand.
Dr. David Kilmnick, a faculty member in the School of Public Policy and Administration, was recently named to the Long Island Power List in recognition of his work as head of the Long Island Gay, Lesbian, Bisexual, and Transgender Services Network and for establishing the nation’s first gay PTA. During the induction ceremony, he was also named Citizen of The Year by Long Island Press.
Dr. Gary Kelsey, a faculty member in the School of Public Policy and Administration, contributed the two-part article “Bringing the Board on Board” to the PA TIMES Online series “Nonprofit Management: Getting Volunteers and Donations in a Down Economy” in July. In the article, Dr. Kelsey addressed how to select participants for a board of directors who align with a nonprofit’s strategic plan, how to engage them, and what role the board plays in enlisting volunteers and eliciting donations.
Dr. Karen Shafer, a faculty member in the School of Public Policy and Administration, co-presented “Media Coverage of Governors’ Policy Agendas” at the annual State Politics and Policy Conference in Houston in February.
Dr. Ernesto Escobedo, a faculty member in the School of Public Policy and Administration, wrote “Communication Issues in a Multilingual Business Environment: Insights from Managers” for the Global Journal of Business Research (Vol. 6, Issue 4).
Dr. Ronald Craig, a faculty member in the School of Public Policy and Administration, discusses Walden’s criminal justice programs in an article about how to transition from the military to a career in criminal justice and law enforcement in Military Advanced Education (2011: Vol. 6, Issue 8).
Dr. George Larkin, program director in the School of Public Policy and Administration, co-authored “Counting Those Who Count: The Impact of Latino Population Growth on Redistricting in Southern States” in PS: Political Science & Politics (June 2011). The article examines the potential impact of Hispanics on the electoral geography of the southern United States after the 2010 decennial census.
