Jacqueline Smith

Dr. Jacqueline D. Smith is a retired criminal justice professional, educator, and policy practitioner with over 20 years of experience in policing and public service. Dr. Smith retired from a metropolitan police department, where she served as a supervisor, investigator (criminal and administrative), and Master Instructor. Dr. Smith’s experience spans evidence-based policing, professional training, and education. She specializes in internal affairs, civilian oversight, and police training in both domestic and international contexts, and policy engagement. She has contributed to multiple research and training initiatives and has presented nationally and internationally on police training, leadership development, and evidence-based public safety practices. In addition to academic instruction, her professional work includes public policy engagement, workforce development initiatives, and collaboration with higher education institutions and government partners to advance leadership development and community-centered public safety practices.

She is a member of the National Organization of Black Law Enforcement Executives (NOBLE) and is affiliated with the AAAS Science & Technology Policy Fellowship, the Research for Social Change, and the Center for Evidence-Based Policy. She holds a Doctor of Education, a Master of Business Administration, a Master of Science in Criminology, and a Bachelor of Science in Criminal Justice. Dr. Smith serves as Contributing Faculty in the College of Psychology and Community Services.
