Dr. Horne is a contributing faculty member at Walden University.

Dr. Horne retired from the Federal government where his last assignment was as a senior management analyst/Lean Six Sigma Master Black Belt for Headquarters, US Marine Corps and worked at the Marine Corps Logistics Base in Albany, GA. He specialized in process and organizational analysis and improvement initiatives in the logistics arena. Previously, he was a long-time employee for the US Navy in Jacksonville, FL. There, he worked in various capacities including enterprise business analysis, strategic planning, internal auditing, security administration, aviation maintenance, supply and firefighting.

Dr. Horne has been a part-time college instructor since 1999 teaching various business topics. For about the first 9 years, he taught on-ground classes in his hometown of Jacksonville, FL. Then he took a break from this part-time teaching to finish his Doctoral dissertation, after which he has been teaching solely online since early 2010. He has taught at the under-graduate, graduate and doctoral level classes and focused on business management topics including; operations management, project management, quality management, logistics, research methods (statistics), Business Analysis I & II, Optimization, Business Use Cases, Foundations for Graduate Business Studies, Comprehensive Strategic Knowledge Studies, and Homeland Security topics. He has also participated in a number of course development projects acting as the subject matter expert in concert with the course designers. In this role, he developed the course syllabus and calendar, recommended course study materials, created the grading rubrics, and evaluation schemes.

Dr. Horne’s doctoral dissertation was to examine the question of the impact on company performance of quality management and competition efforts, specifically examining winners of the Malcolm Baldrige Performance Excellence Program. As such, his expertise and interests lie in the areas of organizational performance and excellence, process improvements, performance measurement and evaluations, competition analysis, and strategic planning and execution.
