Dr. Swan has worked in city, county, and state government and has taught at Metropolitan State University, University of St. Thomas, Hamline University, and Nova Southeastern University. He has also published seven books in the fields of human services and public policy and nine articles. He has served on 21 professional panels, either as a presenter or chair. In September 2008, Dr. Swan presented a paper for the International Conference on Public Administration (ICPA) at Humphrey Institute of Public Affairs on the policy effects of global warming. In October 2009, he presented a paper on the current status of American online education in public administration at the ICPA in Chengdu, China. In October 2010, he presented a paper on implementing an online master’s program in public administration for a private university at the ICPA in Canberra, Australia. In October 2011, he attended both the International Ethics Symposium and the International Conference on Public Administration in Chengdu, China. For the ICPA, his abstract was approved for his presentation on “Social Networking/Media in Government.”
