Dr. Stephanie Felder is the Lead Home Health and Hospice Measure Developer at the Center for Medicare and Medicaid (CMS), Center for Clinical Standard & Quality, Division of Chronic Post-Acute Care. She is also the Contracting Officer Representative and Subject Matter Expert on the new Solutions by Design contract ($3mil+) for data analytics of social determinants of health for the postacute care population. Dr. Felder has spent 6 years in the US Public Health Service providing program management, technical assistance, and research and data analysis at CMS, Health Services and Resources Administration, and the Substance Abuse Mental Health Services Administration’s FEMA Crisis Counseling Assistance and Training Program. Her experience includes oversite of grants for HIV/AIDS services for medically underserved patients and technical assistance for communities impacted by natural disasters. Dr. Felder has extensive experience providing data analysis, training, technical assistance, and guidance for agencies and communities. Her strong advocacy efforts focus on homelessness, female veterans, mental illness, HIV/AIDS, and economically oppressed communities. She recently graduated from The Catholic University of America. With a doctoral degree in social work. Her research focused on homelessness among female veterans. She is also working on a research project with Yale Medical School regarding the intersection of traumatic experiences and homelessness among female veterans.
