Dr. Oliphant has a Doctorate of Education from the University of St. Thomas in St. Paul, Minnesota and a Masters of Public Health from the University of Minnesota. She works in a research center that focuses on adolescent health, reproductive health and youth development in public health practice. Her expertise lies in adolescents, community-based participatory research and health education. She is an avid grant writer and reviewer and enjoys curriculum development. Recently her colleagues and her research intervention, PrimeTime, received recognition from the US Office of Adolescent Health (OAH) as a Program that is evidence-based and can be used for interventions funded by OAH for pregnancy prevention. Dr. Oliphant has taught epidemiology, community health, reproductive health and school health at many levels. Additionally, she is a member or chair of many dissertation committees.
