Dr. Toavs is a professor of systems management at the iCollege of the National Defense University, Washington, D.C., where he teaches both residential and online learning courses in public policy, decision making, organizational transformation, electronic government, and information resources management. He joined the iCollege faculty in 1989, following a career in the U.S. Air Force where he specialized in strategic intelligence and intelligence information systems. As part of his dissertation, he created Policy World, a parallel and virtual reality-based visualization of public policy, the first such virtual reality-based public policy study. He is presently exploring the collaborative potential of virtual environments and Web 2.0 technologies for collaborative and continuous adult learning, decision making, and organizational excellence.
