As a first-year professor in the College of Education at Tennessee State University (TSU), Dr. Smith was appointed the research methodology and statistics committee member for all dissertations. In his second year at TSU, he started chairing dissertation committees. From 2002 to 2004, he was the national expert on No Child Left Behind for the Bureau of Indian Affairs. From 2004 to 2008, he was the lead researcher for the U.S. Department of Education in the Perkins IV area.
